The conditions were total and absolute media control, on both sides. The core to getting away with an assassination has nothing to do with "your people" or country. It has to do with one factor "Is the other country going to reveal that you tried/did kill this guy? The answer in the cold war was a resounding 'no'. Why? Both sides had such God Tier information manipulation due to the giant space in public awareness of government capabilities. For example, the entire clinton thing now shows HUGE manipulation, whether it was a legit assassination, or not. Even if it was a lone gunman, like the "official" story is, they manipulated shit just to cover SOMETHING up. Or multiple things, or just cause they are weird.
