Although landing on the moon is NOT analogous with this, there were many private defence contractors involved in the work, I find it odd that they weren't competing for new contracts, or making prototypes to offer the USA.

I'm reminded of 'KingFisher' and it's rivalry with the U2 spyplane, it ultimately failed to win the contract but great expense and technical expertise was gained from the project which lead to other developers in Stealth technology.
