There's a reason that they were trying to cross at that specific elevated spot. The design of the wall looks fine, it's just that part of the wall looks like it's constructed incorrectly or was damaged and repaired shoddily.
There is no stationary structure that determined humans cannot bypass, of course. Any barrier (whether it's called a wall, fence, or something else can be bypassed by determined humans. It could be 500 feet high and a foot thick and have jagged steel spikes and razor wire all over, but humans can find a way over it. The point of a barrier isn't for it to be impenetrable, but to give time for human security to intervene and detain anybody who tries to go through it.

You don't necessarily need a 2 thousand mile physical wall. Many areas around the border are basically uninhabited big stretches of desert or rough terrain. Most people crossing on foot in certain places like that would die, and it's easy to spot and detain anybody in these areas with electronic surveillance because it's just wide-open land and any thermal signature or movement there is trivial to spot and send a patrol to grab with plenty of time to spare.
The really critical part to get a wall at is near urban areas where people can cross into the US and just blend into the normal environment before a border patrol can get to them. That's why Trump replacing existing fencing (tiny, dilapidated fences that couldn't stop a grandma) is such a big deal and large part of the fix towards illegal immigration already. People whining about "But Trump isn't building new wall, he's just fixing old ones" missed a big part of the point.
