Those who score within the top 50% of the curve on either test are allowed to continue their education, get jobs, and live meaningful lives.

Those who score in the lower 50% of the curve on BOTH tests - therefore showing no inherent value to the world - will have their lives ended immediately.

Could this be a functional system? Would it work as intended to elevate humanity to a higher standard? Would it control the population appropriately?

What are the main issues with a system like this?

The biggest problem is who's gonna be scoring the test? Would it be weighted to balance out "institutional racism" as college standardized tests are? I certainly don't trust the current (((powers))) to administer such tests.

Actually because of their population size, if those were the standards, most of the world would be Chinese, African, and Indian. Infact there would be a relatively smaller population of whites. This is based on the loose numbers that whites are 13% of the global population with an IQ of 100, while the rest of the world is averaged out to having an IQ of around 90 on average. But because it's 87% of the population vs 13%, more whites will be culled as a %.

Would be much more effective to just mandate people (do temporary sterilizations to prevent natural births) have children through IVF & have their embryos screened for intelligence. I'm not necessarily proposing straight eugenics here. You only need to be smarter OR stronger/faster than half of the world to stay alive. Getting killed when you turn 16. Other than that, it's easier to control the birth rates than to exterminate people. Eugenics is purely a moral question, you can go as far as your morals go and get more and more results from it.

THAT IS NOT THE PURPOSE OF BELL CURVES. Arbitrarily cutting off 50% of your youth population because they're the lower 50% is neither sustainable nor immediately effective. You will lose out on expendable labour, menial labour, or inferior labour. Nobody who lives in a world where they have a significant chance of dying during high school is going to be particularly excited about going on to a lifetime of cleaning toilets.

You'd want a system that sets benchmarks and absolute minimum requirements, plus grades of success. You can cull those who do not make the minimum requirements at any time, and with consideration to population growth and the proportion of the population presently in the lower grades of passing, you can start to cull the lower grade humans as deemed necessary.

Segregation, subjugation, and domination is the key to solving overpopulation. Culling people should be a last-case tool. Instead, you'll want people living in castes based on their aptitudes. Keep people striving for improvement in the upper castes to help improve the population as a whole, while the lower castes perform the menial jobs with comfort but little to no prospects for improvement.
