The most important step is setting the intention that you are going to project. People in this thread mentioned how powerful the subconscious is, and by doing this you are preparing yourself and your subconscious.
Next you want to lay down on your back. You want to get into a meditative state. For someone who's never done this before you could just repeat "mind awake, body asleep" in your head a bunch of times. Make sure your body is still and you don't have racing thoughts. The goal is to trick your body into thinking it's asleep while your mind is still active. If you do it right you will feel yourself go into sleep paralysis.
Once in sleep paralysis a bunch of different things could happen but most common is this sense of dread, or like you're being watched. Don't let the fear freak you out. At this point you could also be hearing really loud noises, like you're in the middle of a tornado, or high pitched ringing. It's extremely loud but remember it's all in your head. Just stay calm, focus on your breathing. You can't get too excited or scared or you will wake yourself up.
I usually stay in the sleep paralysis phase for a few minutes, at some point you will see though your eyelids. It's weird to explain, but it's just like it sounds. You're laying there with your eyes closed and then all of a sudden the room materializes. Now it's time for the separation.
The easiest method for me is rolling out of my body. You're not using physical limbs so it's more using your mind. Close your eyes right now and picture yourself moving your arms up and down. It's like that. Anyway, the roll out method is like it sounds, use your mind and roll yourself out of your sleeping body. If you do it right all of the loud noises will stop and you can successfully get up and walk around.
Being in the astral plane is super weird and scary, especially at first. Sometimes you get out and your consciousness hasn't fully separated, everything seems dark

I think that the reason that it was cancelled was because they cant get reliable results. If they cant get concrete reliable info then its not worth putting billions of dollars into.
I think the reason they cant get reliable info is because of the complexities of how remote veiwing operates. They want it to be ultra scientific and retestable and provable but thats like trying to make a science out of making a good creative song 100% of the time every time. We just dont fully understand that feature of psychology and we cant replicate it 100% of the time.
