The EU is the leaders of all 27 EU states. The EU officials have zero to say on this one. All 27 have to agree to an extension. If Johnson can promise the Maltese prime minister some cool stuff, that PM may block the delay.

The EU monarchs have no interest in negotiating a new deal with the UK. If Johnson is bound by law to ask for it, the arrogant EU parasites will say no and the UK will continue being schrodingers EU vassal.
But I am fairly certain PM Johnson will manage a no deal brexit by the end of october. The wailing of those pampered eurocrates will be delishious, despite the German gov probably upping the EU tax in Germany to fill the funding hole that will be created.
