They'd start by turning the difference groups against each other. Then they'd start picking each off one by one.
If this wasn't practical they'd find out who's the strongest and who's the weakest getting kicked around. They'd crush the strongest and put the weakest in their former place. This makes everyone else fall in line.
From there their governing would be mostly hands off. There'd be basic customs and taxes all would pay to have access to roman trade and protection. Anyone getting out of line would be crushed.
Finally there's the path to citizenship though service. Twenty years in the legion and you and your children are citizens.
