Carlin's dead. All the acts there have stagnated. None are really better than they were in 1999. Chappelle has probably declined a bit.
Who could you add to the 2019 list? Tina Fey and Amy Schumer? In terms of skill, none of them can touch anyone from the 1999 list.
With all the technology, all the video sharing, technique sharing, it's amazing to me to watch the decline of stand up comedy and comedy in general.
I understand most of you see cultural decline in other spheres but growing up I always loved the art of comedy and watching different artists present humor.

People are not allowed to be funny anymore. Comedy must stick to the narrative or face backlash, same as everyone else who tries to get media attention. Even Jerry Seinfeld, a Jewish comedian who never went too non-PC, has complained numerous times about it. It's the fracturing of culture rather than a decline. There's good comedians rising up today, but they don't get the market share that those men got because there's more market to command and it's harder than ever to get a broad straddle across it. Hell, the guys who're still famous today probably weren't even the funniest of the era, they were just the ones who were funny AND worked hard to get famous by shoving their way into one of the relative handful of institutions that could make fame in that day and age. If you go back to the 1920s and the birth of radio, at one point there was just one or two radio stations even. Everyone listened to the exact same thing. But as the equipment becomes more affordable and plentiful, the number of competitors rises. All of us are clacking away into devices that, amazingly, can put us in front of more eyeballs than the original TV channels ever had access to, and yet we're less likely than ever to be seen by anywhere near as many as those three original channels. It's so easy to produce content that it's hard to get any particular piece of content watched.
These men are still being used because they're legacy. They come from a less fractured era and so they can still command large crowds the way modern comedians, actors and artists find extremely difficult. Even then it's only possible through legacy institutions, which are built on the fond memories of legacy humans (the remains of the Silent Gen, boomers, millennials to some extent). Once those legacy humans are gone, this whole idea of stardom will go with it.
And that's a good thing.
