Under normal circumstances, that would be true. However, the legal cutout was created so they are not liable for content posted by users. The argument to create such a cutout in the first place was that they weren't the ones, say, posting copyright infringing content, AND the problem of people posting such infringing content was so large that they couldn't possibly moderate it in real-time. So, they were referred to as Platforms. All they are required to do is respond to and remove blatantly illegal content (bootleg films, child porn, terroristic threats, etc) in a reasonable time frame, and they will never be held legally liable for content posted by their users. The other type of entity is a Publisher: an entity that controls everything that gets put on their site. They are allowed to prevent anything from appearing on their page for whatever reason, BUT they are legally liable for everything there.
Silicon Valley is attempting to operate with the legal liability shield of a Platform, but with the moderation capacity of a Publisher. What's more, several of these companies may be cooperating to force out competing groups (which violates certain anti-trust laws).
