No, it was a political move. After EU election they got scared about Salvini power and activated the traitors inside the govt (mostly Tria but also the m5s Defence minister Trenta who admit it a couple of days ago on a major newspaper) . Salvini understood that something was going wrong (piddini and m5s started to speak about forming another govt) and tried to speed the crisis to stop the under the table talk. He failed his moves and its now at opposition.
There are commentators that openly said this is a "govt of self defence" because Salvini would have won big and turned Italy away from a standard western democracy.
