For the most part "minimum wage jobs" are not intended for people living independently. They're for highschool kids still living with their parents, bored housewives looking for more pocket money, and (maybe) fixed-income folks looking to supplement their existing budget.
The problem that's arised is that automation, productivity gains, and an oversupply of labor (yay, feminism!) has eroded the the growth/availability of "real jobs" and caused wage stagnation to the point that even "real jobs" do not cover the cost of living (in the old sense of a single income feasibly supporting a median family).
Rather than raising minimum wage, per se, I'd cross reference IRS and HHS data and, if an employee is collecting any form of means-based assistance, bill their employer.
