That film is a psy-op to make it seem as though the Mena smuggling operating was the work of a rogue employee. Nothing could be further from the truth.
At one point a couple of boys witnessed one of the drug drops and were murdered by the smugglers. The cover up following the murder went all the way up to the governer of Arkansas, Bill Clinton, and continued into his presidency.
Yeah, any CIA-approved movie is never gonna be factual. Still a good story, but it's pretty obvious a lot was left out.
