The People, bearing arms, regulate the "militia" (armed government troops, cops, and National Guard as defined by the Dick Act) so the state is free and secure. This is what the Second Amendment tells us to do. If a bunch of cops show up without a warrant and break into your home, you have the duty to repel them with arms. Buying from an FFL dealer or buying interstate requires filling out a 4473 form that lists your identity and the model and serial numbers of your guns. The owner retains the form for 20 years and surrenders it to the ATF on request or business closure. It's federally mandated.
