This is 100% correct. It's completely arbitrary and "reports" like this only one purpose: to demoralise people before they've sat the exam. The last point is the most arbitrary of all, though. Teachers are highly incentivised to give minorities better grades and to "harder" on white and, especially, white males. The end-goal is to break the spirit of children before they ever become adults and hasten their decline. It's insidious and if ever there was a case to be made against government regulation and public education; this would be it. It's designed to hurt a select group of children while propping another less deserving group on their misery.

In Ontario at least, highschool credits are offered in 3 tiers "college" (for slacker retards), "mixed" (for retards who are at least trying, and "university" (for smart kids). To apply for a four year university your credits need to be mixed or uni, but the admissions office treats them exactly the same even though university courses tend to have much more homework and shit. My pride wouldn't let me take mixed classes, but I probably could have gotten an incredible scholarship at one of the better schools if I did.
