These are meant to prevent cheap Chinese cars from devastating German auto industry. Electric engines do not need "German engineering" level of manufacturing to be good. They are much more simple to make. Remember, the EU is just Germany and their interests. Japan is doing the same with their hydrogen cars. All that investment will give Japanese cars an edge at home.
