To be fair, he did try to close Guantanamo, but he didn't calculate that the prisoners there would be persona non grata.
The people who were guilty could go to prison, that was fine and most of them were moved to federal prisons.
The people who were innocent were a different story. Their home countries refused to take them back, because they had been in U.S. custody for so long, they were basically guaranteed to turn into terrorists the moment they could get a chance for revenge. No other county was willing to take random people who's only job experience in the last 10 years was gargling water. Not a single U.S. state would take them either.
So he couldn't close the prison because it was full of innocent people that no one would take.
