After the Civil War, Republicans needed to establish a multi decade long dominance of politics. They gave slaves citizens and the right to vote to ensure that the Democrats would never be a threat at any level in the government.
They would never support a plan that would get rid of this massive voting bloc. People don't realize that antebellum slave states were close to, if not 50% black.

Shortly after the war was concluded the reconstruction congress passed the 1866 Civil Rights Act which gave all persons born within the US citizenship and civil rights protections. In 1868 the reconstruction congress followed the 1866 Civil Rights Act up with the 14th amendment to the US Constitution further guaranteeing protections and equal rights for all persons born within the US. Especially important was the right to vote since the reconstruction congress wanted to use the now freed slaves as a voting bloc within the former and defeated Confederate states. For a period, and under gun point, freed slaves had equal rights to whites in the former Confederate states. Freed slaves were in governing positions, in state legislators, mayors, sheriffs and part of other governing bodies. However, this status quo didn't last very long and the freed slaves were ousted from their offices by the whites and the segregation era began.
You don't give a person citizenship before deporting them to some territory. I have no idea why you think your idea was going to happen. I'd rather talk about history as it actually unfolded rather than fantastical alternative history.
