Right now in UK, if you decide to homeschool WITHOUT putting your kid into the public school system. They have no record and the government/councils have no right to get involved in your affairs.

If you put them in the school system, and say 6 months into primary school you pulled them out to homeschool, your child will be monitored frequently by the LEA (local education authority).
Its a pain in the ass, and they will grill you on what you're teaching, look into their progress, bully you a bit etc. Some people have had social services called in due to uppity LEA folks.

Now government to crush homeschooling could easily destroy the best case scenario (those that don't put their kid into the system at all).
Just make a law that all homeschoolers need monitoring by LEA etc.
