Unless the drone operators have a local broadcast point. A van like the one the attackers used in the video, with a satellite dish propped on the roof, could easily throw a legible signal across a university campus if it were parked nearby. Harder to get a decent signal back, but listening is much lower profile than broadcasting - a dozen little boxes plugged in around campus and logged into the free wifi would cut it.
People used radio long before cell phone towers.
