The one I read was about the total U-boat war (german author, no digital source). I believe before the food problem, running out of things to shoot with was the bigger concern. Also by the sixth week they would already be starving and negotiations would take time. They would probably have to request negotiations before that.

U-boats were German submarines that caused havoc in World War Two during the Battle of the Atlantic. U-boats were so damaging that Winston Churchill commented that it was the only time in World War Two that he thought Britain would have to contemplate surrendering.
