Over here in Australia we have the DSP, or "Disability Support Pension", which is for people who have permanent disabilities, such as aspies, down syndrome, amputee's etc.
The idea being that these people can't function in normal society without extra help. It's really hard to get on and you need a REALLY good reason to be on it. Despite what people on Jow Forums will tell you, the government has really been cracking down on the DSP in recent years.

Disabled don't get much unless you're deaf or blind here. Then you get a lot and get a large tax deduction as well. If you're injured on the job, that's a different story too of course.

China has the "Hukou" system which means that the poor stay poor. You have an internal passport like in North Korea. It's like how in the US your kids have to go to a school within your city, but in China you are only allowed to live in the place you were born and registered in.
