The notion of being "white" is completely arbitrary (the term "European descent" is more accurate) and is an all encompassing term for a diverse set of people (much like how "Christian" in American politics lumps Catholics with Baptists).
As the population falls, the diverse group will gradually unite under one banner and become a voting block. So it can actually increase the power of white nationalist groups.
