Commented on this before, so have at it:

It was a bad situation to be in as a LEO all around.
Slow escalation with no hard demarcation. It became a scuffle and then a wrestling match. It's obvious that the cops were scared of going full throttle too quickly (camera), which might have led to a worse situation down the line than ideal.

It's really hard to deal with families when they surround you because one wrong move on either side can end up with someone getting shot. The situation never quite got to the point where the cop was in the clear to just gun them down. The LEOs were outnumbered and the Family started getting really grabby and pushy. It doesn't matter if the LEO eventually winds up being justified in shooting someone that's at their throat. The situation shouldn't've gotten to that point in the first place. The pepper came out too late, too softly.

Hindsight is nice et all and I can definitely make up a scenario that would have ultimately ended up better for everyone concerned but that's really just me playing the Armchair Expert. Ideally, the LEOs should have retreated temporarily until reinforcement came in. It really was just a shitty situation which escalated out of everyone's control (though, the LEOs bear responsibility for it).

Keep in mind that they were being filmed and were aware of it. That is a HUGE hassle to deal with while on the job. Any LEO now have to second-guess themselves ALL the time. If only for the lessened reaction-time, a camera being pointed in your face makes everything shittier.
