Sort of. AR lowers are only allowed to be sold as rifles in CA. Handguns have to be approved by the government to be sold new, and the list is effectively closed due to a microstamping requirement.

However, there are a few ways to still get an AR pistol. One is to manufacture the lower yourself, as a single shot pistol, and then convert it to semi-auto later. Alternatively, you can pay an FFL 07 to do this, if you want to spend a lot. Pistols not legal to be sold new in California can be imported by people moving into the state, though these command a significant premium on the secondhand market.

Getting an SCR pistol in California would be difficult. The most straightforward method would be paying an out-of-state FFL 07 to manufacture it as a compliant single shot pistol, then importing it to California.

best way is find some dude with a father/mother/grandparent out of state. his relative (has to be one of the above) buys the scr pistol. sends it to that guy (well, his FFL) via interfamilial transfer. he transfers it to you at some point in the future. interfamilial transfers are not subject to the roster.

I should add, an AR pistol, including an SCR pistol, would be an illegal assault weapon if it was semi-auto and had a non-fixed magazine. So you'd have to make it bolt action, or semi-auto with a fixed magazine. Fixed can mean removable once you pop the rear pin and pivot the receivers, same as some AR rifles in California. There is no featureless option for AR pistols like there is with AR rifles, as the magazine being outside the grip is a feature.

Handguns already made pre 2001 are exempt and become de facto private/consignment/pawn sales as long as they exist and follow the 10 round capacity. That list is only for those pre-owned handguns that are unsold. Otherwise the handguns unsold are commonly advertised outstate via Gunbroker or any other FFL sale warehouse site.

Assault Weapon laws usually come with a ban on "assault pistols" but these feature tests tend to be more permissive because they dont want to ban normal pistols and generally just write them explicitly so popular AR/AK pistols arent allowed so there are ways around it.

Cali is proof that the second ammendment is a meme and no one actually will go against the government when they come for your guns.
