Israelis use .22 rifles to "incapacitate" riot leaders, armed people within crowds and so on. Firing a high powered rifle into a crowd is bad press and might make the mob angrier whereas silenced .22 gunfire is probably difficult to notice, unless you are the one who gets hit

IDF also classifies the 10/22 as a 'less than lethal' weapon for protests.

They use it because the .22 caliber bullet will ricochet around the crowd, wounding or killing far more per shot than anything less than a 35mm cannon. The .22 sets up its own crossfire, thus making it the perfect round for riot suppression.

Ive heard it makes a good counter sniper rifle for mid range urban ops. The idea is its light enough to rapidly deploy in tight spaces, climbing over walls, ladders etc to get to an angle of the hide. Most urban snipers will relocate once found. A couple .22 rounds their way makes them pack up. Modern tactics involve just levelling the building now.
