The ascending numerical scale is for rangefinding, a 1.7 meter target 200 meters away will fit in between the 2 and the line below, same for 4-10 at their respective ranges, that's really all it is.

This partly comes from trauma of WW2, where soviet lack of technical education hurt them badly whenever the conscript had to operate anything more complicated than a nugget.
Russian wanted to have mass conscript army that would operate modern tanks, fly modern jets and sail modern subs. And they wanted huge industry that would degsin, maintain and produce these things. So, they needed lot of educated manpower with technical and engineering background.
Thats why in post war soviet union era, you had very extensive state funded and mandatory school education for every kid. Technical and engineering eduation and knowledge were something that was especially valued because of soviet obesssion with heavy industry.
Now, this allowed russian army leadership to pressume that every soviet soldier would have the basic math knowledge to effectively utilize the relatively simple tools like this here optics.
Unlike american army that had to deal with large amounts of home-schooled rednecks who would have severe problems if they had to do perform some simple maths without using their fingers. Not to mention the constnt risk of brain aneurysm when facing words that had more than three syllabes. Like "Stadiametric Rangefinder" .

The PSO is probably the least complicated optic with a built in range finder, wind, and drop compensations ever devised

I've always though using them as a rangefinder was a terrible idea. What if the guy isn't standing, or is something retarded like 4 or 7 feet tall?

I assumed that the American army knew that they could always count on plenty of redneck hunters who were good shots with very simple target sites. deer hunting needs higher accuracy then battlefield stuff, and people hunt deer with some pretty crude sites.

It's the civilian version that isn't meant to be used for range finding people. Would be perfect for an Elk, or similar game. Alternatively just range find from the chin, down

Better for hunting or rangefinding if the desired target is not a man. It also makes calculation easy: if my target is only 1m in height, the shooter uses the rangefinder just as he would normally, but the true range is 2/3x the distance shown. Same if the target is 3m tall, except the true range is 2x the distance indicated.

All things considered, that’s a simple scope and not really complicated. Kebab sniper kids and drunk Russians use it fine.

The horizontal line is usually the average shoulder width of someone. You use that whenever they are prone, crouching or standing. The vertical space is better used for ranging vehicles and far away objects as reference points.
