Yes, and no. Federal law is that if you want a full-fun, you need to buy a registered gun, pay a tax, and do a background check if it's your first time buying an NFA item. State laws cannot circumvent this, and make it easier to have said NFA items, but they can go further, and outright ban them. They can legalize it in the sense that they're not going to stop you from going through the hoops set up by the feds, or make that process slower.
