You're leaving out the fact you can't just verify a PAL to sell an NR, you need to be issued a "reference" number that's unique for every firearm, after providing information about said firearm. They also stealthily removed the requirement for them to not record information about PAL verification/NR transfers, so they're keeping every scrap of information you give them.

Oh, and it's "may" issue for reference numbers, not "shall". So, they have capacity to just not grant you your NR transfer.

The background checks will encompass your entire life now, not just the last 5 years. So if your 60, and you got arrested amd charged in the 70s for marijuana or something your fucked, expect your application to be delayed by months and months. Or if your in your 20s but took meds like most kids in the 2000s were forced too cause parents and teachers dont know why 12 year olds are rambunctious and dont always listen then again, expect major fucking delays, vsuse right now simply being on meds in the last 5 years delays your application by up to a year, this new bill is gonna absolutely fuck up and clog the system. I already eait 30min on hold to complete transfers of restricteds, imagine how fucked itll be when hundreds of thousands are calling to transfer shit like single shot cooeys.
