At least in a traffic stop scenario, if you're smart about your procedure you should never have to run into a situation where a guy may or may not have a gun and pull it out to get a shot off on you before you can react. Cops, due to lack of good training, constantly put themselves into a situation where "shoot or don't shoot" becomes a lightning fast decision. It's almost entirely avoidable.
