ITAR is outdated and nothing more than domestic arms control at this point, it's poorly contrived cold war garbage when it comes to small arms tech. Basically - when it comes to infantry technology, the US only has an advantage in mass fielding of modern body armors and NV/thermals. Everyone has access to NV/Thermal, they all have man portable drones now, it's why it's fucking stupid that ITAR was expanded to small arms and small arms systems

Here's the thing- the enemy doesn't need nightvision that's as good as our stuff. They just need enough night vision to pick up all of our IR strobes and lasers.
When I was in Afghanistan, I noticed that a lot of units had really terrible IR discipline. The assumption was that we had complete tech dominance, so units would go out lit up like IR christmas trees with everybody carrying a strobe or an activated IR chemlite, and guys throwing up big swaths of IR flashlight illumination. An insurgent doesn't need great gear to see that. Some cheapshit digital gen 2 equivalent from China is more than enough.
The units I worked with most closely and often had a lot of dismounted experience, and they were very strict about IR discipline. The amount of success had at night was dramatically different compared to missions with IR undisciplined units attached.
And yes, there is a lot of infiltration and corruption in the ANA. The fact that quality issued NVG and lasers passed hands is not surprising either.
