Build one from parts
I recommend building one, but if you want to just buy a whole one go with Colt. It's a bit more expensive but considering you might not have a chance to get another one it's wise to go with the best.

I don't really have any specific suggestions, just look around and see who has what you want for the best price. I live in the middle of nowhere so I had to order mine online, but if you live near an actual gun store then I would say definitely check them out.

Aimpoint Pro is a good red dot you can find for under $400 on sale. I got mine for $350 at LA Police Gear last month.

A decent trigger would be nice. If you can get a Geissele SSA for like $190 or less it's worth it. Can make you a better shooter if you know how to use it.

There's a lot of decent budget ARs to be had nowadays that are pretty good like the S&W M&P Sport and Ruger AR556 or a Palmetto State Armory build. For a bit more you can have a Windham Weaponry, regular M&P, Spike's Tactical, or somesuch. If you want to invest serious money then Colt, FN or LMT are superb. There are many other brands so that's a quick skim. I recommend avoiding DPMS, Bushmaster and CMMG.
If you're poor you can get a stripped lower or two. They only cost $50-100 and can be built out with parts later on. Brand doesn't really matter. Just get whatever is cheapest and has a rollmark you like and be sure it's aluminum instead of plastic (except a cav arms lower if you decide you want a lightweight build, those are ok).
As for lasers, don't bother. Quad rails maybe butthey do add unnecessary weight. Red dot or reflex sight sure but get irons too and be a solid shooter with them instead of relying exclusively on a battery operated device.

Best ar? If money is no object you can look into crazy shit like the cobalt kinetics BAMF that drops the mag when the last round is stripped from it. Then there's Daniel Defense and LaRue who make really good pre built ones and Daniel Defense makes pretty much the best CHF barrels that are actually worth buying.
But the best AR for you is probably one you build and not the first one you build because you don't know what you actually need until you go and shoot it.
The biggest thing that makes an AR good is the barrel. Kreiger makes really good custom barrels, and so does Black Hole weaponry. Ballistic Advantage is very good for the price you pay there, and Aero Precision gets their barrels from them. Stainless steel generally has more accuracy but lasts fewer shots and doesn't dissapate heat as well, which is important if you want a suppressor (you do).
Quad rails are pretty much just a bunch of unnecessary weight when m-lok exists. Keymod is not as good. A full length top rail can be useful if you want night vision devices (IR lasers or scopes).
I would avoid red dots now that a large variety of prism scopes are now available. They're generally heavier and eye relief isn't unlimited, but magnification really helps and the etched reticle is so much clearer especially with astigmatism. But if you don't have that problem, maybe a red dot sight would work for you. And yes, optics are better than iron sights.
You can either buy one, or build one. Cheap stuff is cheap, expensive stuff is probably unnecessarily gucci for you, but that's ultimately for you to decide.
Just make sure you get a billet receiver from a reputable manufacturer, and preferably a QPQ barrel with a 1:7 or 1:8 twist rate. All of the above will be mentioned in specs of any decent vendor.
Once you've done that, you can spend a lot of time and money making it whatever kind of rifle you want it to be. If you plan on putting any kind of optic on it, or just want to use your own sights, either get a rifle that has BUIS instead of fixed sights or "optics-ready," which is a fancy way of saying "no sights included."

Well if you want a good quality AR I would go with CMT upper and lower with one of the custom barrels from Kreiger or Black whole like said.
As for sights If you want Iron go with some flip up rear and fronts so you could add a reflex or red dot latter on.

makesure you get a .22lr aswell. that's the one mistake a lot of new people make, they disregard .22lr. It's great for small game and as a learning tool, very cheap guns and ammo too. Also if your neighbours have a baby like mine I can chamber subsonic .22 short and still shoot in my backyard without waking it up.

good choice, get a foregrip first if that's your thing. Honestly too a side mounted camera isnt a bad idea in a home invasion / self defence situation to cover your ass.
If you have the money go ahead and get a nice reflex / red dot. Good optics will probably cost you as much as your rifle though. I prefer to practice with QF Diamond iron sights though, picked them up second hand for $80. A battery powered optic is just one more thing that can go wrong.

Optics planet has holosuns for cheap. HS403 of some flavor is find. Just avoid the one with the solar panel, the whole light detection to reticle brightness never works right.
