Russia can't really afford to restart production and its aircraft are getting old. They're switching to the MiG-29 for their carrier, but who knows when that thing will finally sputter out.

Because they have no use for it. Kuznetsov is on long-term repairs, new carrier will take at least a decade to be build. And there is no buyer on international market. Production lines on a factory are busy with Su-57, Su-35 and Su-30MK2.

Su-33 is barely older than Super Hornet. Its avionics are getting old indeed, but that's the point of the upgrade.

What is decrepit?

Su-30SM is a production of a different factory. Su-33 is "KNAAPO", they do build Su-57, Su-35 and Su-30MK2. Irkutsk plant ("Irkut corporation") builds Yak-130, Su-30MK and Su-30SM (which is described in an article that you posted). SM is not a plane for carrier. This is ground based ATGM carrier. So, no new carrier-based Su-33.
