You do realize they'll be among the general population, right? The NVA did it, the Afghanis did it, why wouldn't Cletus and his pals do it? A drone strike on any rebel will likely result in civilian casualties, and that never looks good on TV. The second the United States begins bombing civilians to root out rebel cells, that's the second the international community steps in to help the poor Americans fight against their corrupt baby killing government. Now Cletus and his friends aren't using their semi-auto carbines and their denim jackets, they have fresh AKs and body armor given to them by the Russians or the Chinese, who begin funding the poor rebels. Cletus and his friends get trained by foreign instructors on how to fight, as well. God forbid a Gulf of Tonkin situation should occur, and foreign militaries become directly involved in overthrowing the US government. The US has lots of gaps in domestic defense as well, like the completely unguarded power stations that can be used to take out most of the nation's electrical grid with a few well placed explosives.
The point is that the government is fucked in the event of a homegrown rebellion.
