First, genocide is the purposed extermination policy, which soviets have never promoted.
Second, labor camps weren't called Gulags. GULag is the office that is doing management of the camps.
Third, they weren't death camps, the main purpose was penal labor. Which was paid for and rewarded for, by the way. For example, Trofim Morozov, father of Pavlik Morozov (one of soviet propaganda heroes), was accused of illegal activities on the post the chairman of village council in 1931 and sentenced to 10 years of labor. He was working on the site of White Sea Canal and recieved amnesty three years after and the the order for hard labor.
Fourth, the mortality. Alexander Yakovlev has published the data, based on the internal reports of Department of Record and Distribution of Prisoners. It turned out that 1606748 has died since 1930 to 1956, including convicts of usual prisons from 1930 to 1938. The highest mortality rate has happened in WWII, when the food rations were cut for the sake of military and civilian consumers. That kinda doesn't add up with "killed more than germans" statement
