It could but it requires the design to be used by multiple weapons for a variety of purposes. The SKS is not a platform until multiple variants are made with different purposes on the bare bones of the weapon.
The Mauser could indeed be called a platform but with bolt guns the action is usually the only thing copied over as its the only real variation in design whereas the AR and AK families general designs are used including action, magazine, and gas-systems.
In vehicles the word often used is chassis. Look at how many weapon systems were based on the M113 chassis during the Cold War.
