What does anti ship missiles use for target designation? I know Russian skimmers pop up, which is bad since it lessens radar horizon and negates stealth. That's why Chinese ships laugh at the Harpoon since it is useless against Chinese ships. But what about other missiles? A frogman lazing a moving ship? A plan WVR lasing a ship? A drone?

Not Chinese here but it's not that hard to understand why people like Chinese military. Because it has shown quite a fast progress with very efficient designs and impressive performance. Even African governments are now buying Chinese because of its superior price to performance ratio. The Soviet helicopter is because it is carrying a missile that is far less effective than the Chinese equivalent. And using American photos of its useless Harpoon is very dehumanizing since it is really useless. That is why a lot of people in this forum ask, Why can't Russia just buy Chinese?

Most long-range anti-ship missiles are fired with a programmed inertial guidance trajectory and target data from the launching plane’s radar.

Once the missile is close enough it then turns on its own active radar to home in on the target.

Spoiler alert, all AShMs are useless against a defended enemy ship. Defenseless target, or defenses turned off.:
94 out of 111, pHit = 84.7% for 64 ships OOA and 27 sunk. This includes merchant ships.

Maneuvering but otherwise defenseless target:
32 out of 67, pHit of 47.8% for 16 OOA and 12 sunk. This includes merchant ships.

With either ECM, chaff, or anti missile hard kill systems: 0 hit out of 59 launches, pHit: 0%, This includes defenses by Russian, Georgian, Egyptian, Israeli, Iranian, Iraqi, Pakistani, Indian, and the majority being from the USN (we’ve been shot at a lot!)

Hell I could sail a single vessel equipped solely with ECMs, Chaff, and decoys and safely sail through the middle of a warzone. Looking at this, even if an armada came up with 100 AShMs it would only expect to have 1-2 missiles actually strike the opposing fleet. Why is this? Are ECM, Chaff, decoys really so good that AShM manufacturing cannot overcome them, except by having the enemy turn theirs off?

Well, the only Chinese missiles that haven’t been used and countered (YJ-12, YJ-18, and DF-21), so more than 95% of Chinese anti-ship missiles in their inventory have completely failed to score a single hit on a US vessel despite more than 20 attempts. Further the untested ones all travel much faster, and thus have significantly less processing time (1/3 for YJ-12 and Yj-18, 1/11 for DF-21) to sort the real return from decoys and fakes, making them significantly more susceptible to ECM and Chaff.
