what town? as far as I can tell what your super is doing is illegal. they have to notify you if you are denied within 3 months, as well as give a reason for denial. you could take him to court over it and most likely win. another option is to just go to your district or county HQ and apply there.
remember when applying, you reason given must be rock solid (supply a copy of club membership or a recommendation letter from your landowner) have 2 good references and you also need a safe. also don't lie about anything on it. give another letter with a reason for your desired amount of ammunition if its above 100 rounds (same for a silencer)
