The Swedish government has begun sending all 4.8m of the country’s households a public information leaflet telling the population, for the first time in more than half a century, what to do in the event of a war.
Om krisen eller kriget kommer (If crisis or war comes) explains how people can secure basic needs such as food, water and heat, what warning signals mean, where to find bomb shelters and how to contribute to Sweden’s “total defence”.
The 20-page pamphlet, illustrated with pictures of sirens, warplanes and families fleeing their homes, also prepares the population for dangers such as cyber and terror attacks and climate change, and includes a page on identifying fake news.
“Although Sweden is safer than many other countries, there are still threats to our security and independence,” the brochure says. “If you are prepared, you are contributing to improving the ability of the country to cope with a major strain.”
Similar leaflets were first distributed in neutral Sweden in 1943, at the height of the second world war.

Literally nothing so far indicates they are suggesting citizens should take matters in their own hands at any point, just that the authorities will forever remain in control.

It's good to see that some semblance of reasonable ideas regarding defense and national security seem to make their way through the Riksdag, even if a decade is needed to fully restore a functional national defense. Conscription is back, mudslimes are no longer admitted at the border without question and some critical new defense materiel is being bought like a long range SAM.

It says they have a "duty to do what the state tells them to". This page basically says they have a duty to continue working, they may be drafted, and have a duty to fight in the swedish armed forces, or they have a duty to work for the civil services.

The point here is that it's unclear what "we" means. Does it mean "we" as in "me and you?" Or "we" as in "The Swedish nation", or "we" as in "The Swedish state".
Different people determine the definition of "we" differently. It could mean a whole lot of different things, depending on the situations and ideological framework.

And since this pamphlet do not determine how to differentiate between the Swedes you should listen to, and the Swedes you should never yield to, it's worthless.

The defence forces released an organization table a few months ago, that stated that in 2035, they want an army of at least 134 000 personell, excluding the Homeguard, so depending on how the election goes, that might be what we aim for.
Most parties want to increase defence spening tho, and 4 out of 8 wants to join NATO
