- from 1996 to 2002 the tymoshenko faction sold off most of the good and working shit to africa,
- what was left in stockpiles was 1960 shit which was worthless to Libyan, Somalian and other warlords
- most of their weapon designers and major builders are either in vinystia or Donbass. Major builders like Luhansk cartridge works were stolen by the Russians in 2014, and the factories have been looted + taken back to Russia where the tech is now working for tula and feroprom group
- because ukraine still uses Russian tech and Russian army doctrine, key parts and units required Russian components which ukraine lacks the tools and skills to build
- the arms industry is a cash only business, which is why even the big dogs like lmt and Gd have short term bond issues, a cash poor country like ukraine can't afford replacement shit to build r+d divisions
- alot of their stuff is working and in the field, but because this is a actual war the shit is not published and is deniable
- because it's a cash industry, graft is horrble
- because it's a state conglomerate, unlike the USA or Uk, there is no rfp or tender process. Units and armies can not issue their own competitors. By the time the request for a resupply or design prototype reaches oboroprom, it's 300x expensive and impossible to build because every guy has a slice of the contract to "advise" and nothing left to build the order.

Poroshenko also passed loads of reforms in Ukraine, as well as local governments, which means that I've seen massive amounts of change since the war.
