Only some states have put a ban on hunting large game with anything smaller than (arbitrary number that disqualifies .223). Modern bonded hunting rounds are perfectly fine assuming your rifle is set up to make them work as intended. The overgrown dogs that are North American Whitetail can be dropped readily with 55gr and up bonded bullets.

5.56 has fantastic penetration, especially with heavier bullets, it will go through a bear without much issue, as long as you aim for vitals it will do fine.
