By focusing on fixing economic and social issues while building mutually beneficial diplomatic ties with the rest of the world instead of the antagonistic relationships it has now. Improve education, address the rampant drug use and disease the country suffers from, and make the country an appealing place to live. Provide an environment that encourages innovation and gives the Russian people a more diversified economy instead of one that relies heavily on oil.
Then Russia can build all the awesome aircraft it wants. I'd legitimately love to see a friendly, successful Russia that renders NATO unnecessary, but it has a lot of work to do to fix the lingering damage the Cold War left behind.
