I was looking at the Brownell's Retro Rifles but I'm not sure if there's a better COMPLETE AR to start this off of? Saw a similar fixed carry handle AR at one of the LGS for like $930. Trying to get the best deal possible, any suggestions?

Since you are planning an NCR build I'm assuming historical accuracy doesn't matter as much as it being fun and nice looking.
The Brownells Retro Rifles have a 1:12 twist rate. I would probably swap that out for a pencil thin 1:9 or even 1:8 twist rate so that it better handles the cheap commercial ammo.
But even THAT is probably being a bit autistic. I'm sure 1:12 will handle the ammo better than the average person can shoot anyways.

they look kinda neato and i almost want one but then i remember some tripfag once said carry handles were the biggest waste of a thing to put on an ar so then i feel ashamed of myself and i go sit in the corner and hope no one tries talking to me for the rest of the day.
They honestly are..too small to use and they are just extra weight and in the way of any optics.
Realisticly free float rails and optics have become so cheap that clam shells and carryhandle/triangle iron sights are obsolete.
That being said if you are going for aesethics then there is no argument because each their own.

If you look at the NCR rifles they’re actually side charged. But with the caddy handle an A1 upper would work best. Also you can get solid wood furniture sets for your AR
