If you shoot someone with 00buck within 40 yard they're probably going to die.
Easy to reload cartridges (no complications from if the bullets are too small), variety of projectiles for different uses (slugs for marksmanship and or ,beanbag rounds can be less than lethal,flechette for being annoying, dragons breath for terror, buckshot for unarmored) generally less regulated than rifles and less finicky in accuracy (still need to aim, but you won’t need as much on the minute details) cheaper, and for production requiring less worrying about chamber pressures. Oh, and it can be used for hunting to.

Depends on distance. With a good load (like aforementioned #4 buckshot) the shotgun is king indoors. If you're wanting to go anywhere past 50 yards then yes, probably a good idea to bust out a rifle instead.

Compared to a rifle, yeah. It's a special-purpose gun. I could say a rifle is a joke compared to a pistol's size, weight and capacity but I wouldn't rely on a pistol to shoot out to 300 yards either. That's like saying a Focus is so much better on gas mileage than an F-250 so the F-250 is irrelevant without realizing there's a fuckton it does that a Focus can't.

Scatter shot also increases the odds of a hit, very useful for hunting small game and fast moving targets.
You can also load stuff like rock salt for non lethal ammunition, slugs for rifle like penetration, Dragon's Breath for incendiary, or flares for illumination or signaling.

Not actually true depending on ammunition. 00 buck is essentially 6 9mm rounds in terms of damage. Even if only two out of the 6 balls hit that still exceeds the 7.62 NATO for lethality.
