I'm not finding any articles that France is building more Rafales for the French airforce. All I'm finding are the 36 aircrafts that they're building for India. Could these be the ones you're referring to?

The line works for export now and the french air force can't receive more before 2021, but 28 are still to be delivered and a 5th tranche of 60 aircrafts to be bought.
The line already went from 1 to 2 per month for export. It's going to 3 with a new client.
All these delivered from 2019 will be F4.2 ready, all those delivered from 2023 will be F4.2 with GaN AESA, GaN spectra antennas, and GaN side looking flat arrays. 360° Aesa/EW multifunction LPI yadda yadda and all coverage.
All current planes will at least go to F4.1 standard.

Basically the UK is the 5th biggest economy as of last year but because the purchasing power of the dollar is more in other countries, it pushes it down to the 9th if you use other factors.
