The first couple episodes are set in a boot camp and for the most part give you a sense that this is basically going to be "K-on, with guns," you know, cute girls doing cute things with moeblob characters.
Then the first deployment teaches them better, the series quickly turns into the girls learning the cold, unrelenting brutality of war and either being forced to become colder, harder people or die (many of the characters do, often in quite undramatic ways to better get across just how insignificant they are in the grand scheme of things and the normalcy of death in this place). By the end the only survivor is a true soldier, almost unrecognizable as female under her battle rattle and lifeless eyes.
Draw in the moefags, shatter their hopes for the show just as we shatter the girls lives.

Special police team akin to Section 9 from Ghost in the Shell: Stand Alone Complex taking on terrorists, organized crime, and other high risk situations. They get briefings, come onto scene, and deal with the situations at hand. Maybe add some slice-of-life-esque scenes of the team members interacting to endear them to the audience. Give them a bit of a spread in personality, but nothing ridiculous enough to take away from the tension of more tense scenes.
