Full-on invasion is indeed an extremely unlikely scenario - even less likely then a full-scale civil war itself. However, should the war itself happen, limited peacekeeping operations with UN sanction are pretty much guaranteed. And those peacekeepers would be TOTALLY just maintaining the order, instead of being used as a power lever for foreign governments to exert limited control over the new establishment. Russia will probably try some quick shit in Europe and would also try to support secessionists in the US (probably Texas, California, maybe even Alaska or Hawai'i).

Would other countries make a move if USA descended into chaos? Yes. Many. But they would be rearranging local matters where US power is leaning today. Invading US mainland would be a meaningless act. NATO might however decide to help if there still was a leadership present. The EU was not created for such purposes. The UN would would collapse instantly without USA propping them up.
Israel, without a Big Brother, would be in trouble pretty soon. South East Asia would not be sleeping well either without the US Navy hanging around.
