I have read many books on this. My conclusion comes out of reason. Navy seals are simply the best. In Sean Naylors Relentless Strike book it said that right after Richard left Devgru command that Dev out shot Delta in a shooting competition. They are probably so much better than Delta now that JSOC might consider getting rid of Delta all together but I doubt Army would let that happen.

There is no "best" operators, stop being 12 year old. I mean, sure there's redundancy between some groups. But most are specialized.

Technically Delta/CAG, specifically Seal Team Six/DEVGRU, the 24th Special Tactics Squadron
and the 75th Ranger Regiment's Regimental Reconnaissance Company are the only publicly known tier 1 special operations units in the U.S. military.

So technically the seals aren't the "best" operators. Whatever that means. Ask anyone who knows whatever there is to know about these guys and they'll pin Delta/CAG as being the top of the pack. That doesn't make any of the other guys any less badass.
