The idea behind strategic bombing has nothing to do with the scale of the operation the aircraft is involved in. It's a matter of whether or not the aircraft has the payload and range to destroy strategic targets in enemy territory. By your definition the F-22 could be a strategic bomber if you fly enough of them in formation over a target.

It is an improved version, far better than the Russian copy and the American alternative. Yes it looks the a 50's design but that's just it, aesthetics. It has AEW capabilities that rival Western planes. And is far more superior than any plane Russia has fielded so far. The true technical specs of the H-6 is covered in a fog of war but is generally considered by internet experts to be extremely impressive if current technological standards is used.

Because the Chinese and Russians have never gotten along well, and because they don't want to be reliant on Chinese technical assistance, parts, etc. If they don't give those contracts to domestic manufacturers, their homegrown/soviet legacy technical capability will further degrade due to lack of income and use.
