I mean the whole MiG-25/31/41 series of aircraft almost seem like they were designed to fill a role that Western intelligence made the Soviets think they needed but never existed.

A long range dedicated interceptor isn't that dumb for a country with such a huge landmass to defend. But it's definetly not essential to their defence system, and they can't really afford more than the bare minimum now.

I wonder if there is actually any way to fix the Russian economy... What are taxes like in Russia, and how much does corruption really stifle innovation and starting small businesses?

The whole reason they built the MiG-31 was because the MiG 25 it's derived from became operationally obsolete.

that is not the point. Just ask yourself this question - if any F22 falls from the sky, can you replace it? Do you have manufacturing plant with supply chain and people able to put it together? Today's tech is not WW2, you can't turn automakers into bombermakers overnight. So it makes sense to keep those jobs rolling, just in case shtf...

There's a hell of a lot of high-tech manufacturing around the USA though.

Russia's economy is mostly just oil and gas. It made for relatively good times when the prices were high, it makes for a shitfest now.Back when they were making good money they should have used that cash to build up the infrastructure and diversifying the economy so they weren't so oil dependent, but corruption ahoy, that dough mostly just went into making Putin and his friends rich as fuck instead. Dunno how bad the street level corruption hinders things, but it certainly ain't helping either. Either way, they're caught in a catch-22 at the moment, unfucking their economy any time soon will take investments, but they don't have any money to invest (nor the political will). So you'll be playing the long game, start with shooting off Putin, his fellow cleptocrats, and a lot of the judical side of things. Start fighting corruption, try to keep the education system somewhat healthy and the infrastructure from collapsing until the next oil price peak. When that rolls around (assuming it does, but I'll hold it as likely) start dumping money on, well, just generally unfucking the place really. Better paid cops so they don't need bribes to afford rent, better schools to keep companies well supplied with skilled labour, better infrastructure so companies can get shit done, try to find specific things as well on top of just generally improving the possibilities for people looking to invest, and so on. With skill and a touch of luck, you may eventually drag the place up from the pits.

And the Su-27 and various Flanker+ versions already do the long range interception and patrol duty better then the MiG-31, they are just not as fast in the short range point defense interception role.
And if they ever get the super long range whatever version missiles that the vatniks keep claiming to be available Soon™ for the Flankers the MiG will have even less of a reason for existence.

Russian MoD will buy it in numbers enough to keep company alive. Just like they ordered MiG-35 knowing that they are not ready for use.

F22 can not be replicated, it's official.
