They didn't need to, prisons often have workshops where inmates make stuff for a small wage, and it's not unusual for them to make weapons when the guards aren't looking. That's almost certainly the case here, since it was pretty obviously sharpened on a grinder. (You can see heat discoloration on the tip, and you wouldn't get that if it had been sharpened with a file or by rubbing it on concrete or whatever.)

Drill press the caliber of your choosing. Painstakingly button rifle it with a bench vice. File and finish the shit out of it. Find a pipe just large enough to move freelyaround it, a nail, end cap, nipple, and the internet. Slam fire in the direction of your problem. If you miss, hit someone with it.
